What is Angola CNCA Certificate ?

Starting from January 28, 1994 (as per Decree No. 19/94), any commercial exports bound for Angola necessitate a Loading Certificate (LC), known as a CNCA certificate (Conselho Nacional de Carregadores).

Every maritime cargo intended for Angolan ports, including prominent hubs like Luanda and Lobito, necessitates a CNCA (Conselho Nacional de Carregadores) Loading Certificate. This essential paperwork, alternatively known as the ARC Number or CNCA, is a mandatory prerequisite for cargo clearance. The ARCCLA (Agência Reguladora de Certificação de Cargas e Logística de Angola) authenticates the CNCA Loading Certificate, a mandate established by Angolan Customs Officials since 1994.

What distinguishes an ARCCLA Certificate from a CNCA Certificate?

The difference between an ARCCLA Certificate and a CNCA Certificate is essentially semantic; they refer to the same document by different names.

A CNCA number cannot be generated in advance. It will be provided along with the draft CNCA document. The CNCA number does not need to be stated on the Master Bill of Lading or the carrier's manifest. After the draft CNCA document is approved, an original CNCA document will be issued by the relevant authority upon signature, date, and stamp. The CNCA document is valid only when endorsed by the Angolan Authority. For partial shipments, the DU document must be endorsed by MINCO in Angola.

Vehicles older than 5 years require a license from ANTR (National Agency for Road Transportation).

The Angola CTN must be validated before the vessel arrives; otherwise, there will be extra charges.

If there are any changes to the DU after validation, the importer at the destination must handle them.
